One concern I have with the ballot language for the 3C storm drainage flood control bond is the phrase, “without imposing new taxes or increasing existing taxes.”  It is misleading and makes it seem as if the bond will not require additional money from residents to fund it.  Residents are already paying for the bond through increases of the storm drainage fee that appears on our monthly utility bill.  On October 26, 2021, city council approved a three year rate schedule for fee increases (O-2021-56) to fund debt servicing payments for the storm drainage flood control bond and other needs.  The first increase for the storm drainage fee went into effect in January, 2022.  Subsequent increases will show up on our utility bills each year until 2024.  The 2024 fee rate will continue thereafter until city council decides to increase the storm drainage fee once again.

Nothing is free. Everything has to be paid for.  Don’t be fooled by the 3C ballot language stating residents will pay no new taxes or increases in existing taxes.  Residents are already paying for the storm drainage flood control bond each time we pay our monthly utility bill.
