The city is moving closer to defining its role in stabilizing the Longmont Housing Authority, the agency that helps low-income residents find affordable housing.
The housing authority and the city in May entered a management agreement that allowed City Manager Harold Dominguez and several key staff members to oversee operations at the agency. The move came after the housing authority lost its executive director and was hit with several problems, including the COVID-19 pandemic.
The city’s efforts will help the housing authority become a sustainable entity, Domniquez has said.
On Tuesday, city council will review an intergovernmental agreement that outlines the services the city will provide to the housing authority.
Those services according to a staff report to council are:

Accounting that includes property income and expense tasks; reporting to and for investors; accounts receivables and payables, payroll; cash management; budget development and management; financial statements; audit preparation; federal programs accounting and compliance; internal controls; accounting system management; and other general tasks.

Information technology services including, but not limited to, access to the city’s network via hard-wired connections; select enterprise software; phone services and computer installation and troubleshooting.

Human resources consultation including, but not limited to, recruitment; selection; performance management; salary survey and benchmarking; training; and development.

Risk management consultation on purchasing of insurance, claims, safety and other risk management issues.

Consultation on purchasing services, supplies and equipment.

Leadership, management and organizational development consultation services.

Building maintenance services, including preventive maintenance planning, work order management, training, inventory control and emergency response.

Management of aspects of the Aspen Meadows Apartments refinance and rehabilitation directly charged to the project.
If approved by the council Tuesday night, the agreement will be in effect through Dec.31, 2021.
