LEAGUE OF WOMEN VOTERS OF BOULDER COUNTY

The League of Women Voters of Boulder County (LWVBC), a nonprofit, nonpartisan political organization, today released its organizational positions for issues on 2022 Boulder County ballots.
LWV positions on ballot issues are based on existing policy positions at the local, state and national levels. LWV may support, oppose or remain neutral on ballot issues. A neutral position may be chosen if there is no current relevant organizational position on the topic(s), or if there are conflicting positions.
For each election, the League positions are announced publicly after its final candidate forums, so as not to influence the public’s questions for, or candidate responses during those forums.

Positions on 2022 Ballot Issues

Boulder County
- Ballot Issue 1A: Countywide Wildfire Mitigation Sales and Use Tax and Revenue Change. SUPPORT. The LWV Fiscal Structure position supports provision of infrastructure which benefits the community.
- Ballot Issue 1B: Emergency Services Sales and Use Tax and Revenue Change. SUPPORT. The LWV Fiscal Structure position supports provision of infrastructure which benefits the community overriding aversion to additional sales tax.
- Ballot Issue 1C: Transportation Sales and Use Tax Extension and Revenue Change. SUPPORT. The LWV Fiscal Structure position supports provision of infrastructure which benefits the community through road improvements and reduction of fossil fuel pollution via multimodal transportation improvements.
Boulder Public Library District
- Boulder Public Library District Ballot Issue 6C: Library District Formation and Mill Levy Tax and Revenue Change. NEUTRAL. The LWV currently has no policy positions on the issue of city versus district libraries, that would enable support or opposition to this measure.
City of Boulder
- Ballot Issue 2A: Climate Tax. SUPPORT. The LWVUS Natural Resources/Energy position supports environmentally sound policies that reduce energy growth rates, emphasize energy conservation, and encourage the use of renewable resources with public understanding and participation in resource management decisions.
- Ballot Issue 2B: Approving Issuance of Bonds to be Paid from Climate Tax. SUPPORT. The LWV Fiscal Structure position supports the economic and efficient distribution of revenue, and the issuance of bonds provides immediate access to funds based on the longer-range revenue from the taxes.
- Ballot Question 2C: Repeal of Library Commission and Tax if Library District Created. SUPPORT. The LWV Fiscal Structure position supports the revision of municipal charters and codes when necessary for good fiscal administration.
- Ballot Question 2D: Charter Clarification of Candidate Issues. NEUTRAL. The LWV chooses a neutral position because of conflicting positions; one encouraging revision of municipal charters for clarity and the other discouraging vacancy filling processes that exclude voters.
- Ballot Question 2E: Change Regular Municipal Election to Even Years. NEUTRAL. While the LWV has a consensus position regarding informed and active participation in government, it only recently initiated a study into the multiple impacts of the timing of elections. To maintain the integrity of our study process, and because there are many aspects of this issue that the study team and Board still need to explore, our current position is neutral.
- Ballot Question 2F: Repeal of Ordinance 8483, regarding the annexation of CU South. NEUTRAL. The LWV has positions on natural resources, land use and environmental planning, however, these do not outweigh the conflicting issues raised regarding CU South.
Town of Erie
- Ballot Issue 3D: Property Tax Extension for Trails, Natural Areas, and Community Character. SUPPORT. The LWV Natural Resources position supports the purposes of this property tax.
- Ballot Question 3E: Home Rule Charter Commission. SUPPORT. The LWV is a nonpartisan political organization, which encourages informed and active participation in government such that the exploration of a home rule charter is encouraged.
City of Longmont
- Ballot Question 3A: Charter Amendment for Modernization of Conduct of City Business. NEUTRAL. The LWV remains neutral on 3A because the question includes more than simple charter language cleanup.
- Question 3B: Charter Amendment for Elected Officials to Prospectively Vacate Office. SUPPORT. The LWVUS position to support electoral systems that encourage participation, are verifiable and auditable, and enhance representation for all voters.
- Ballot Question 3C: Revenue Bonds to Fund Resilient St. Vrain Project Improvements. SUPPORT. The LWV Fiscal Structure position supports this final stage of resilience improvements.
Town of Superior
- Ballot Issue 2M: Funding for Recovery Efforts. SUPPORT. The LWV positions covering Housing, Fiscal Structure and Solid Waste Management support this replacement of an expiring sales tax with one designated for fire recovery efforts.
Boulder Valley School District
BVSD RE-2 Ballot Issue 5A. NEUTRAL. There are several items in the bond issue which could be supported, however it is not fiscally responsible to cover operational expenses such as maintenance and program operation with long term debt.
