On Tuesday, November 14, 2017, Longmont City Council passed resolution R-2017-104: A resolution of the Intergovernmental Agreement between the city of Longmont and Boulder County for sidewalk and drainage improvements along the south side of Ninth Avenue between Allen Drive and Hayden Court.

The resolution is a project that includes the design and construction of all required improvements by the City standards to install a sidewalk along the south side of 9th Avenue, between Allen Drive and Hayden Court.

The City of Longmont is planning to perform sidewalk and drainage improvements along 9th Avenue that is within the County right-of-way (an easement for public travel). The project, aptly named TRP105 Missing Sidewalks Project, is included in the City's 2017 Capital Improvement Program. It is funded with an approximate cost of $350,000 by the City of Longmont.

TRP105 includes the design, all required right-of-way improvements, and the construction of an ADA compliant sidewalk along the portion of the project. The total appropriated funding for the project is $400,000 and is included in the approved 2017 Budget.

According to city council communication, the project will include the improvements of ditch laterals, drainage, the installation of a new attached sidewalk, the installation of a curb and gutter, a partial mill and overlay of 9th Avenue, the permanent signing and striping, and landscape restoration. The design for the proposed improvements is currently 60% finished with. Construction is anticipated to begin during the spring of 2018.

The purpose of the project is to advance a goal set by Envision Longmont to fill missing sidewalk segments in Longmont.

The new sidewalk will be constructed along the side of 9th Avenue and will comply with the Americans with Disabilities Act and City Design Standards. It will also, according to city council communication, provide pedestrian access to Hover Street and the St. Vrain Greenway Trail.
