On the morning of Thursday, September 11, the Greeley Police Department SWAT team, the GPD Special Enforcement Team, and the Bureau of Alcohol, Tobacco, Firearms and Explosives used a noise diversionary device and chemical munitions to “serve a search warrant pertaining to allegations of rampant criminal activity.”
Four individuals were arrested for unrelated criminal warrants. The GPD press release did not state what the alleged rampant criminal activity was. Geoffrey Rocha, 37, was arrested for a misdemeanor failure to appear with a $2,000 bail. Anthony Ornelas, 40, was arrested for a felony failure to appear charge with bail of $20,000 and a probation violation with bail of $4,500. Felicia Ybarra, 39, also known as Felicia Delgado was arrested for four failure to appear charges with a total bail of $2,500. Vincent Romero, 36 was arrested for a felony failure to appear charge with a bail of $1,000.
The warrant was served at a residence in the 1300 block of 11th Avenue. Law enforcement attempted to get the suspects to voluntarily comply, but they refused to exit. After making several attempts, law enforcement used a noise diversionary device in an attempt to disorient the suspects. That was followed with chemical munitions, which were not outlined in detail in the GPD statement. Chemical munitions may include what is commonly called “tear gas” that may be deployed to maintain crowd control in certain situations.
Suspects from the upper level of the house surrendered following the deployment of chemical munitions. Several people were hiding in the attic and they also surrendered. Suspects were provided medical care before being transferred to the North Jail Complex.
Ornelas and Romero are scheduled to appear in court on Thursday, September 18 at 8:30 a.m. Rocha and Ybarra are scheduled to appear in court on Friday, September 19 at 2 p.m.
