Colo. 66 development moves to city council for approval

Longmont city council will now weigh a new development plan that creates more housing rather than a big box store for a 36-acre parcel on the northeast corner of Colo.66 and Erfert Street.

The city’s Planning and Zoning Commission last week recommended approval of the amendment to the annexation concept plan for the Barrett/Utility Sales & Service, Inc./Clark Annexation.

The planning board did not add any conditions to the amendment application, said Ava Percherzewksi, Longmont principal planner, via email. The city council is scheduled to make the final decision on the parcel on Sept. 28, she said.

The amendment application was filed by Watermark Residential, according to a city staff report.

The parcel is next to a Walmart Supercenter on the west, agricultural land in unincorporated Boulder County to the north and east, and Mumford Heights residential neighborhood south of Colo. 66.

The city council annexed the property in 2008 and plans called for the development of a 175,000 square-foot big-box retail building and eight retail buildings of varying sizes throughout the property, according to the city report.

Since the 2008 annexation, the property owner has been unable to find buyers or tenants to build the retail buildings. In 2020, the city received a development application for a site plan review to develop the 21-acre northern half of the site with a 336-unit apartment complex, the staff report said.
