On July 18, 2017, Longmont City Council will host a study session and plan to discuss the following items:
Update on St. Vrain Creek Floodplain and Resilient St. Vrain Project
City staff will present an update on the Resilient St. Vrain Project (RSVP), the floodplain mapping, and the impact this has on re-development in lower downtown Longmont, including the 1st and Main Transit Station Area. Staff will also update the Council on which aspects of the RSVP need to be completed in order to remove the flood plain from the 1st & Main Transit Oriented Development site.
1st and Main Transit Oriented Development Strategies Update
Council members will hear updates on information that is intended to allow the City and RTD to engage in a more detailed discussion of specific costs, funding sources and strategies, and site / infrastructure planning to implement the 1st and Main transit area plan. Additionally, city staff will seek Council direction on the following items:
- Preferred station area design alternative.
- Options for upfront City funding for non-transit eligible costs to explore further.
- Potential funding options and financing mechanisms to recoup upfront City costs, if desired, to explore further.
Discussion And Direction To Staff Regarding Tax Ballot Language And A Selection Process For Retail Marijuana Shops
City of Longmont staff have drafted policy options for Council to consider, and are continuing to research and evaluate all options to allow retail and medical marijuana establishments within the city. Additional, city staff also hope to get direction from city council members on the following questions:
- What is the sales tax rate that Council would like to consider for this ballot language?
- Does Council agree with the following staff recommendations for license application and operating fees?
- Does Council still support developing licensing procedures that roughly mirror liquor licensing?
- What specific zoning districts are appropriate for recreational and/or medical marijuana establishments?
- Does Council agree with the staff recommendation regarding separation requirements from schools and residentially zoned areas?
- What selection process should be used to determine how businesses are selected?
