A big question is the fate of a little over 5,000 permits already in the pipeline, about 4,300 to drill wells and about 740 for the location of well sites. In 2019, the COGCC approved 2,111 permits to drill wells and 256 well-location permits. 11 this year, the state has approved 1,350 to drill wells and 155 location permits.
